When the original authority re-examines a case after receiving an appeal — happens before the case is referred to the Immigration Appeals Board if rejection is upheld.
When you appeal a decision, the authority that issued the original decision must first reconsider it. If the authority changes the decision in favour of the appellant, the case ends. If the rejection stands, the appeal is forwarded to the Immigration Appeals Board (or Refugee Appeals Board in asylum cases) for final review.
