By Regulation (EU) 2025/11 of the European Parliament and the Council of 19 December 2024, a permanent visa requirement has now been introduced for nationals of Vanuatu. The permanent visa requirement applies from 3 February 2025, when Vanuatu is moved from Annex II, Part 1, to Annex I, Part 1, of Regulation (EU) 2018/1806.

The visa requirement for citizens of Vanuatu is being reintroduced due to the fact that Vanuatu operates investor citizenship schemes whereby it has granted Vanuatu nationality to nationals of other countries with no previous connection to Vanuatu, issuing positive decisions on the vast majority of applications. The Commission has come to the conclusion that the screening of applications for the investor citizenship schemes in Vanuatu does not guarantee a high level of security.
